Also, the cap get raised later on to 50.

You didn't read it properly.
It's "To help GUARDIANS deliver even more damaging attacks, the total level earned on all Photon Arts will be increased to 40!"

It's saying the max lv of PA is 40, instead of 30 currently.

Yep and at the time, Mizuraki Defense S was the only one that gave good MP(30?). That's how I got FF10.

Seems like it was so long ago..

I almost hope that the MP requirements for type levels 11 through 15 are relatively high. However, considering so many on the Japanese side have already capped at 15...

Dammit. I THOUGHT it was too good to be true.
And here I was hopeing at least Humans would get the PA increase. O-well...
