MS-DOS was part of the base for Windows 1, yes. But DOS does not equal Windows. Windows 1-ME were all DOS based, and could do DOS functions natively, but they became more than just a GUI adaptation to DOS. So, it would've been MS-DOS powered, rather than MS-DOS as DOS continued up through DOS 6 as a seperate OS.
