I'm pretty sure that once they become inactive (after non payment) their room/store is no longer accessible. but if they kept paying but just havent been on in forever then you could. just curious but why would u need to know that. sounds a little suspicious to me (no offense)

As long as the accounted is not deleted, you can still access the room. The reason why you can access a banned char's room, thus is to keep the credit card number blocked by keeping the account frozen, but not deleted. (Or so I am told)
