Nicely done, only problem I got is the cheap Photoshop cloud background. Photoshop filters schoudln't be used in a drawing, it makes your picture look cheap and unoriginal. The only filter I use is the Gausian Blur, but thats only to blend layers, or soften up some edgy linework.

Yeah, I'm still learning. And the first step to becoming a better artist is to fix previous mistakes. The clouds were an accident, though. They were a requierment to do the lightning effects. http://www.pso-world.com/images/phpbb/icons/smiles/anime2.gif

Ky Kiske! He's so awesome.

The coloring's not too bad, but the background really should be something less "filter-y". Looks like you really have potential, though.

One thing I would suggest, though, is maybe get a reference for his outstretched hand? The way the fingers are curled (I'm assuming?) is a little awkward looking and makes the hand look out of proportion.

It's because of the nails, it now looks like the finger tips are curled almost 180º

Another minor problem is the "anime nose", it might be you were aiming for an anime drawing, but I suggest to add a line for the nosehole and round the tip of the nose a bit to make it a bit less "anime-ish"
