Well, the far as I know is that there isn't any diference with A+9 and A+10.But, I'm still failing the grinds more often with A+9 than A+10.So even if the chance is high like the NPC says,you should use A+10 at 1/10 of your weapon and be sure to put all the chance you can get on your side, especially if you are grindind 50% weapons.
