GC: Accessing the Ruins

I posted this on the Sega boards, but since the topics scroll off so fast thre, I'll post it here as well.

I completed the mines offline. Beat the final boss of that level. I returned to Pioneer 2 and the principal and the scientist talked a little about the ruins.

I expected then to have access to the ruins, so I was surprised to find that I cannot access them offline. However, I do have access to them Online.

I'm currently level 24. Is there a level requirement to accessing the ruins offline?

In forrest, caves, and mines you'll see a large stone pillar. You must activate all 3 of them, then beat Vol Opt. When you transport to the underground room, you'll notice a door at the end has opened, run through it and the word "Ruins' will appear, press A.

In forest2,cave2,and mines 2 you have to hit a switch that will unlock the door to ruins. Hitting the switches online wont work it has to be done offline.
