It's not in the shops in AotI, either. It's 1UP only. Period.

And again, the unit is absolutely atrocious. -100 ATP and -60 ATA for 10% off your PAs and Bullets? Worthless.

Why does everyone seem to think all rare units will be in shops in AotI?

Besides, we've already received the shop update that added the only units that will be added (mostly the Tero/ series of units, and Gi/Magic). If you can't buy it now (and you're not on 360), you can't buy it tomorrow, either.
