ive been doing hunts for it all day, but cant seem to find it. I even found the 10* whip board (well it didnt go to me but i picked it up so thats what counts to me) is it just really that rare?

I found 2 on C rank. Its a b rank board so try C/B rank.

It drops from the boss boxes in the 2nd moatoob mission on all ranks.
