Rare Items

I see a lot of people online with some RARE items, but I have none....is there a certain amount of time you have to spend playing, or a certain level you must be? Also, where do you find these rares? More often in offline or online? If you can help me I'd be extremely grateful...thanks.

u can find some rares in ruins 3 on normal but unlikely... it is much easier to find them on hard and v-hard though...
