its the subordinate for "Your Excellency".

this is pop'n music folklore here, where (i'd assume) the Excellency was that chibi Hitler with no mustashe guy and this fellow is the follower.


Musically wise, the artist is the same for both songs the character belong to, and are both with an ancient feel to it (records, speeches from circa 1940s etc)
