AotI: Kubara Product Question

I believe it said on SEGAs website that Kubara weapons recieved a boost in power when using PA's when AotI was coming out.

Is this in effect and how does it work?

In actuality, Kubara weapons always had a 10% damage penalty when using photon arts. The update removed that
