I kind of want to say yes but I'm not sure. I already spotted some jaggo's offline today and I was like WTF?!?!?!

My friend found Rappies on an offline mission, so I think they can.

It's not a matter of finding them or not, it's how to find them we don't know.

We do know that the online maps are the same, we don't know if you can spawn them by getting the correct maps in the correct order like you could online. :S
