You'd probably be better off making it since the board isn't going to get you it, even with the mats. Hell, the made P wand won't get you it lol.

Maybe if you offered a lot of meseta along with it. It's the sad truth really, that Rikauteri isn't easy to come by at all.

A made Psycho wand +99m won't even be enough. There are quite a few people who would offer more for a Rikauteri, me included.
