AotI: Halp Serafi & Dagger of Serafi?

Halp Serafi is Easter only.

I was just wondering if Halp Serafi drops from lower level monsters, couse I just got a Dagger of Serafi from a mission (bad with names) that had creaturs lvl 105+, so would Halp Serafi drop from lvl 80+ monsters? or does Halp Serafi only drop during easter?
