Can i find rappy noels if i just look for the right map for rappys? is all regilar rappy spawns turned into rappy noels? please and thank you

All rare rappies you see will be rappy noels. The rappies on the two new AoTI missions are the only exception, since they are not "rare" creatures.

Does that mean i can just go to psu pedia and find the rare map and get rappt noels?

An even better way would be to just run scarred planet over and over, pretty good rappy spawn rate there.
