Mask

So, I was in the casino and I saw this Human wearing a mask. It was the mask that is available in character creation as an accessory and is on the back of your head. Except this guy was wearing it on his face. I checked every head/accessory and couldn't find one where you could actually wear it.

Anyone know how to get this?

Unfortunately I do not have any pics since I was on 360, and I didn't ask whoever was wearing it because I figured it was just an accessory from the makeover room at the time.
