That means you have to kill enemies of that level. Specifically, Boomas from level 20 to 70.

If I recall correctly, the exact mission you would be looking for should be Hill of Spores B. Hill of Spores C nets you Nei Claws and Hill of Spores A and S gives Chain Sawds respectively from downing Boomas.
