Maybe they drop from an enemy that hasn't been released yet? This is most likely the case seeing as you can't buy the new 9* boards from the NPC.

The board for the 9* Tenora SINGLE Claw supposedly drops from Awoken Serpent S end boxes.

Not sure if the 9* Tenora DOUBLE Claw boards drop anywhere yet.
