i hear about this room ticket, i want it, but i dont understand how it works, i go to the drink maid in parum west and it does nothing, what am i missing?

As EspioKaos said, you are going to have to wait a while. The item-exchange mission for Bio Panic is not out yet. However, we shouldn't have to wait too long for it.
