It's on Neudaiz. It's an AotI mission only, so make sure you have the expansion first.

If Yes, its accessed at the 'Pavilion of Air: Top'. To get to there, go to Neudaiz' Ohtoku City, and go in the COG building (the large building with no prior purpose). Do the mission 'Sacred Stream', and that will bring you to 'Pavilion of Air: Top'.

The door for 'White Beast' is the one marked 'Shitenkaku Area'.
