This is confirmed right ? on Episode 3 Chapter 2. I'm going out on a whim here and i'm going to admit something that might not shock people, but i'm not crazy about the game's story. So I don't really want to go through the story unless I have to. So details if you could, what Rank it drops on etc. Thank you.

Yes it has, from JP awhile ago when they go the mission. Shh people want to get the board before everyone noes so they can sell them for lots of mesta.

It drops from any rank, Tylor is level 95 (or something around there, I've forgotten) on every rank. It's just a matter of killing him in the time limit.

As for him dropping the Blackheart board, I think people are GROSSLY over-estimating the drop-rate...
People just talk like they're definitely going to get the thing, once the mission comes out.

You can get the board from him when the second story mission is released, I think its like a 1/40 chance of getting it.

Thats good planning, I remember when my S ranks turned obsolete (in terms of value)... I'd much rather have more meseta than having to go through that again. Worst case scenario, ull be able to buy it back with the money u earned.
