For Daggers, I would say Hikai Shuha-zan. Shunbu Shuren-zan is more of a utility PA than a DPS PA, Hikai Shuha-zan is a two-target skill and it tears them up pretty badly. I haven't had a chance to try the Twin Dagger PAs, and for Twin Claws, Rensan Seidan-ga is better for single targets, Rensan Senshou-ga is good for 2-3 targets, although that Shouryuuken at the end may take a while to come out.

Bukuu is awesome for single claw... fast 3x3 with launch, the second move is entirely optional, sometimes you want the 3x1 blow-away finisher but usually not and it's not worthwhile from a pure damage standpoint.
Renzan Seidan-ga is my favorite twin claw skill. It's quick and maneuverable with a low cost and a high ATP modifier. You will mainly spam the first move against single monsters, with the combo hits able to deal more damage to multi-target enemies or as additional targets pile on.

None are the best. Certain pa's are better for certain situations. Use them as you see fit. Since you want damage, you'll want to compare speed, and how the damage is spread out between targets.

Bukuu is very good. AoE with knockUP on first hit? Simply fantastic.
Renzan Seidan-ga is the best Twin Claw. Rensan is too slow, which Bukku and Chuei are really only better than Seidan-ga on bosses
Hikai (inb4 Kef's Shunbu luv)
Hishou is a less effective version of Rising Crush and Renga looks like it is only good for bosses and big enemies.

Claw: Senten is very powerful, and honestly which does more is pretty hard to say, but for overall usefulness Bukuu does outperform it since it has excellent crowd control as well as damage.
Twin Claw: Renzan is very nice, but unfortunately I don't have experience with Rensan, I've actually been questioning this comparison as well since Rensan is so cool looking. XD
Dagger: Hikai most definitely. Hikai is quite powerful and extremely fast, about the only disadvantage is the second combo will take a while to adjust to since it has rather short range. Shunbu I found more for keeping enemies off their feet.
Twin Dagger: Personally, and I know this will sound obscure, I'm not a big fan of Hishou. It's flashy and powerful, but I found too few uses for it. Many times it's worthless on small monsters because it doesn't move enough to reach them after knocking them in the air. This also limits its use on larger monsters that fall away from you when you knock them over, so in the end I only found it good for bosses(quite good for bosses actually), since Rising Crush worked better on things like Kogs. For raw damage on things that cannot be knocked in the air Hishou will most likely outperform Renga. Renga has less hits, and doesn't hit as hard(except for the last two hits which hit harder) but it has more mobility and one extra target. Personally I prefer it to Hishou, though I still refuse to replace Moubu which, though weaker, is useful for most any situation(and so cool looking >.>).

This fish PA for the twin claws is atrocious on accuracy early but gains 2% a lvl and has a high dmg % on it so i like it

Good choices. I'll comment on the twin dagger PAs though.
Hishou is primarily a launcher PA which has a high damage modifier. For launching purposes it's not as reliable as Rising Crush, and there are times when you'll actually knock the enemy out of range so that the third or even second combo won't connect. Still, if you can back whatever you're fighting into a corner or target multiple enemies, you'll be laying the smack down with authority.
Renga is only hard to aim if you don't use lock on. It's the most effective on large enemies with multiple hit points; unfortunately those same large enemies will usually knock you out of the first combo pretty easily. The first combo does knockdown though, so if you can get it off the next two parts are pretty much free damage.
Both are good (but not really great) PAs, but of the two right now I'd pick Hishou as my personal preference.

I cannot comment on single claws...they seemed to have escaped my radar (not a single PA in 4 characters).
For twin claws, you want the PA that hits a single target 4 times. this is excellent for a number of reasons, but mostly it's great when dealing with olaka and other high movement enemies that can be difficult to trap more than one enemy with.
for daggers: hikai is the clear winner. Shunbu's only use (far as I can tell), is for guntechers who use a bullet save.
for twin daggers: it depends entirely on your race. hishou is a great launcher and damager, while the new dagger PA is a fun, jumpy, show off-y type PA
