PSU-Item: Castest Line doesn't add Att and Acc or am I wrong

I'm equipping and unequipping it and swapping armors to see the supposedly extra att and acc it adds but im not seeing a difference in my stats. I'm looked at my stats in all the menu's many times and show that the armor adds nothing. here is the Link to it btw. It should be changed unless someone can tell me differently.

Bonus stats on Line Shields (including Set Bonuses) are and always have been hidden.

I had the same issue when I first got my Hiragi-senba. I figured "oh well, wasted the money so I may as well use it even if it doesn't give me a boost" but I was surprised to see a slight rise in my TECH power when I used it (just slight, not like I was doing 500 more damage), so I figured that the bonus was hidden.
