Getting to the Casino

I have been searching all over to find out how to get to the Casino Voloyal, All I know its in north Moatoob... Can anyone tell me how to get there?

First, run either of the two initial missions on Moatoob and the following one to get to the underground cave. Do Tunnel Recapture to get to Vio Tonga, and go through the mission there to get to Granigs Mine. Kill De Rol Le and you're there.

what level would you recommend a character to be before going to the casino?

lvl has nothing to do with it. if you mean the trek TO the casino, solo it can be done as early as lvl 5..by thetime you get ther you shoul dbe closer to 15...if you're not confidednt though just jion a boost road team and they'll take you there as a part of the trip.
