Do the actual tech attacks change at level 40?

I wouldn't expect the PA caps to raise until the Master classes are released. Also, techs only have significant changes on levels ending in 1. 1, 11, 21, 31, and in theory, 41.

There is a vid on that shows some techs at lv41, via offline mode. I'm pretty sure someone here has a link to it.
