Tech pm at 96 vs 100.

My tech pm is currently 96 out of 100. It's a pure tech pm but I just haven't got the last 4 lvls yet. My question is will those 4 lvls make any difference on synthing, or are the %'s gonna stay the same from there.

I have a 96 striking PM, and it's always 1% beneath the optimal.
