Noob Question about PA frags..

Where can I trade them for the techniques? Lol, sorry I haven't dealt with the ones you buy with PA frags yet and I have no idea where to trade them..

Moatoob for Skills.

Parum for Bullets.

Guardians Branch. Its right to the flyer base for moatoob. (for skills)

and the nudaiz Gaurdian Branch is jsut straight from the entrance
