2 Questions about techs

First is (well "was") probably a common question but whats the best place to level up techs? I'm a lvl 36 Fortetecher and looking on levelling up Dambarta and the Megid AoE (forgot its name but its the one you can buy at an NPC shop - part of the RA family).

Second question, if I get my techs to lvl 31+ and then switch to an Acrotecher (which is what I plan to do upon AoI's release in the UK) will I still be able to equip those techs or will they not work and force me to level up some fresh techs all over again? Thanks in advance!

If you use a class with a skill cap under what you have levelled them to, you'll just have them at that specific cap. If you have Level 40 Foie and switch to Acrotecher, it'll show Level 30. Once you go back to Fortetecher, it'll be 40 again.

I found it really easy to level up Dambarta on mobs like Badira, so hit Sleeping Warriors / Lightning Beasts etc where you have small groups of these mobs that dont tend to disrupt / disperse a lot.

I personally like to go 5F and do Ep2 story mission 6 act 1 (save Hyuga)
