What are Photon Fragments, are they just Photons?

You get the 'rare' Techs (and Bullets, and Skills) by exchanging PA Fragments. You get Skills at Moatoob's Guardians Branch, Bullets at Parum's, and Technics at Neudaiz.

PA Fragments are obtained by:
1) Get an 'S-Rank' in a trial of a Story mission online, in A-Rank difficulty. This is doable once per trial, and you receive 10 PA Fragments.

2) Get 'S-Rank' reward in any S or S2 difficulty mission (except the event ones). An S-difficulty mission will give 1 PA Fragment, a S2 mission will give 2.

Nobody sells them because you can't sell them. They're bound to your account- the only 'trading' you can do with them is between your own characters, via the common box.

Alright. I was actually asking why nobody sells these rare techniques?

They are untradable thats why noone is selling them.
