It's called Double Agito, 11* GRM Double Saber.
If you want to get it as in hunt, it drops from:
Duel in the Ruins S2 boss box
Dual Sentinel S2 boss box
Winter Event mission Alpha route #1, De Ragan & De Ragnus route boss boxes.

If you want to get one through trade, good luck.
It's pretty rare right now, equal to 4-5 10* or another 11* weapon (depends though).
As for trade, I've seen more D. Agitos for trade on the 360 servers than on the PC/PS2 servers. Know quite a few people / friends who badly want one, too.
