whats the best way to get Vijerina / Power from the rappies?

First, you've got to go to a mission with Rappies at the appropriate level. After that, you can either run that map until your head hurts and you want to kill yourself - but you finally get Rappies - or you can go to PSUpedia and hope their rare map charts for online work for that mission offline (from what I understand, at least some of them do).
