the monster that drops the board for the Kan Yu is a lvl 100+ monster, so that means it cant be found in Holy Grounds S2 right, since the monsters there are only lvl 85?

Yeah. I think the only place you can find a Kan Yu now that the event is over is in the Boss Box after you defeat the De-Ragan in Plains overlord. Not sure about that though.
