Where do I buy formal dresses....besides the player shops?

they're an event item that you could have gotten during the 1Up Cup by giving 25 rappy feathers to the exchange NPC. They aren't available in any NPC shop.

That's pretty much the only place to find it. It was a event item that you can obtain.
