where do u get photon fragments for the other PA's of the game!

S or S2 rank missions award fragments for getting an s rank on them

PA Fragments = Do S/S2 rank Missions
PA skills that require PA frags can be bought(using PA frags of course) on Guardians HQs loacted on each planet.
Bullets = Parum
Skills = Moatoob
Techs = Neudaiz

In addition, you get 10 frags for the first time getting a s-rank on one of the a-ranked story missions

That link will show the list of all the Photon Arts. You can see how many frags an Ultimate Photon Art (UPA) requires there.
Ways to get frags:
-- Acquire an S on any S-ranked mission, Reward: 1 PA Fragment
-- Acquire an S on any S2-ranked mission, Reward: 2 PA Fragment
-- Acquire an S on any A-ranked Story Mission, Reward: 10 PA Fragment *NOTE
-- Acquire an S on Forest of Illusion S, Reward: 8 PA Fragment

*NOTE: You can only acquire 10 PA Fragments once for each individual Story Mission. Therefore, if you get an S on an A rank mission, then start over and get another S on that same A rank mission, you will not get any more PA Fragments
