where are all low levels gone?

i made a new character and i dont see any low level people anymore. has the winter event been overused that no one is lower than 75?

i know 95% of everyone is maxed out and there is FoI yet on the 360. or am i wrong....

There is a event that boost players from lv 1 to lv 120 withint around 2 week :S
,well another event like that coming soon tho.

my low levels dont leave the guardians HQ, and i usually play on server 2. check the one mission counter on floor 4, thats kinda popular for low levels >.> atleast me neway...

I still have a rather low level character, but that wont last for long once I switch focus to playing them more. Even now, you wont stay low level for long. We still have stuff with great enough EXP that allows one to fly up the ranks rather quickly.

Part of the title update addressed this. All new characters now start at 120 with piles of cash and S-ranks. Sadly your PAs are capped at 7, and you can only hold 4 of them. Just download the title update, recreate your character, and enjoy.
