You can find that enemy in the Episode 3: Chapter 2 story mission during the time trial.

Episode 3 Chapter 2. As far as I know, that's the only place you can find it.

Their drop is made Tenora twin handguns.

They drop Arb Magana on the highest difficulty setting for Ep2 ch3.

[B] Aksuc is the area drop, thanks for letting us know, though.
