they don't sell guardian licenses as a prepaid card, you've got to put in a credit/debit card number or you could get a pre-paid credit/debit type card and use that

you can purchase the gaurdians license from the "Phantasy Star Universe" section of marketplace YOU NEED AN ACTIVE CREDIT CARD ATTACHED TO YOUR GAMERTAG

marketplace changes it's layout every quarter of the year it seems, but If I recall it should go:

my games/played games->Phantasy Star Universe. it should have been on the same page you downloaded the expansion.

However, I am on the PC servers and I stayed away from posting on the site until I got on.
