How do I get "Gravity Break"?

I think Leo "might" give it to you if you S rank a mission with him in the party. But I'm not too sure if it's one of the ones he gives you.

I don't think you can, he gives you spinning break in ep1.

Axes, like cards and grenade launchers, aren't in the original PSU offline mode.
