Have you tried equiping the armor and testing the gun with a different gun?

This is only a single handgun and you will not notice any change. It's not like the Phantom Rifle combo

just like when you use a phantom with phantom line you do about 40-60 dmg more, as my lv 120 cast friend told me so your stats might not increase but your damge will im guessing

They both have to be equipped (in your hands, not just your palette) for the bonus to count.
