Unless you are playing on PS2. In which case, it is a constant 3 fps.

You can actually tell after a certain while if you play long enough with the different frameskip settings.

360 runs at 60 fps not counting the moments of slowdown

Frame skip 1 is 30 Frames. Hard to tell difference between 1 and 0

At 2 you really notice the changes and I think its 20 Fps

I believe 3 runs at 15 FPS. Also anything below 30 FPS is where you really notice it because thats when its moving slow enough that your eyes can detect the individual frames so its always good to keep the frame rate above 30 in any game. If you play on frame skip 0 for a long time though you will probably notice quite a difference when you switch to 1. I really don't understand why they require you to be able to run the game at 60 FPS in order for it to be smooth on frame skip 0. I really can't think of any other game off the top of my head that needs to run at 60 FPS and not just 30.

PSU isn't a first person shooter, but neither is Everquest, World of Warcraft, Guild Wars, FFXI, etc. All of which are less of an action game than PSU, and all which are very adamant about including FPS measurement systems. Something PC users tend to use all the time. It's a fair question.

Basically, 0 skips no frames, 1 skips every other frame (one frame skipped between frames rendered), 2 renders every third frame (two frames skipped between frames rendered), and 3 renders every fourth frame (three frames skipped between frames rendered).

That's how the math works. Given that PSU wants to run at 60fps, this means that a frameskip of 0 runs at 60fps, 1 at 30, 2 at 20 and 3 at 15.

It's puzzling that PSU's fps rate is so rigid, while other games, such as World of Warcraft, are so much more fluid with it. In PSU, if you experience slowdown, then you actually lose speed, whereas, with games like World of Warcraft, slowdown just results in an altered framerate, but you still travel at the same speed. I suppose it may have something to do with the game having been designed for multiple platforms; I might not be surprised to find out that the PS2 doesn't support dynamic framerate shifting, like that.

Well, if you find that your able to dodge bullets, that should be indication enough.
