you find them in boxes mostly. they are pretty common in higher ranking missions. I have one friend with many stacks of cosmos always asking me "Hey ThEoRy, you need some more cosmos?"

I always sell them to the npc bc I had stacks of them. They drop alot from higher mission boss boxes.

Just going through the second AMF mission on C I seem to pick up one or two a run. I never use them, so I just sell them to the NPC.
