PSU Mobile what is is ??? and how do u get it ??? what dose it do ???

It's a Japanese cellphone application that allows you to check various in-game things (updates, stats, inventory, etc.) via your cellphone. There's also a poker game that you can play which allows you to earn (or lose) Vol Coins by playing against Lumia, Lou, Laia and Maya.

If you don't have a Japanese cellphone and don't play the Japanese PC/PS2 version of the game, you won't be able to use this service.

I'd say that depends on your phone service provider. You'll either have to buy it through your phone (via a service such as Verizon's "Get It Now"), or find some way to transfer it to your phone from your computer. As for how to do that, you're on your own.
