When you start out online, do the tutorial mission, you get an Npc of your race. You can choose talk to your PM & do that mission, if you haven't.

Do other story missions from colony 5F to get more Npcs.

Each version has its own set of NPCs to enlist. Ep2 has more since it's complete. Ep3 only has Tylor so far.

Been a while since I played offline. But in general, you get them in various levels of the Offline Story Mode. Certain offline story missions give you partner cards from the available cast (usually one you journeyed with). Those partner cards are usable in Extra Mode, and in Free missions.
