Crisp, professional work, with a good joke, Eugenic. The only issues I have, are with presentation.

I think the first half of the page constitutes one joke, and the second half of the page, an extension of that joke; both halves of the page could've maximized the exploitation of the joke, by giving each half its own page-- more panels to work with. The top half draws humor from obnoxious behavior, and perhaps this is just my own personal taste as a comedian of sorts (my vision of the gag may be rather different from yours), but it seems like the teabagger's prank could've used some more build up, by building a calm boredom scene over three or four panels, only to be abruptly interrupted by the prankster's discourtesy, followed by several panels of your caseal's vivid dismay at the act being carried against her. Top it off with the obnoxious fellow running off to harass someone else. The cowboy hat was an excellent addition of detail, by the way, and in the context, it speaks volumes about the guy's attitude and motivation.

As for the second half, it tops off the joke nicely, by embellishing the traumatic nature of the event, perhaps touching on the nature of the human mind to repress unpleasant memories, or simply actualizing how much easier coping could be, if we could simply delete what we do not want to recall. This segment, however, felt somewhat rushed, and could have been stretched out a bit, to smooth the transition. The narrative could've been reduced to, "A little later...", with a few more panels to demonstrate the entrance of Eugenic's friends, presenting where they came from in fewer words. The search for her could've been stretched across a few more panels, possibly drawing in some more comedic elements. The last panel was perfect, however. I wouldn't change a thing with that.

Above all that, though, the illustration is what I would describe as being a professional-grade; in fact, I follow some professional cartoonists that commonly produce linework that is not so easy on the eyes as what you've provided here. I look forward to seeing more of this. For what it's worth (and I'm certain that there are a host of others that would say the same for themselves), I wouldn't mind seeing any of my own characters make a cameo in this.

I thought i had already commented here ; i'm quite sure a cyberninja did steal my post then.
So unfortunately for me, i have nothing bad to say about the art techniques in themselves : a good lineart with neat coloring, and they are well integrated with the PSU sceneries. For the text and all, it's easy to read, texts are well-placed and the joke is good and quite understandable to anyone around here who may have experienced that at least once (though i must admit i'm more of the kind to cheer-harass the male beasts, espcially when they are proud to show-off their muscles).
I get it's a damn lot of work, but i would have expected that a bit longer for a comic, seems more like a teaser to me at the moment, so waiting for more stoof. *whips whips*

Photoshop and a hour or 2 to do the line work. (the exception being the Volley ball and one of the goggle lenses cause I was being lazy, but normally I just do everything in photoshop.

If you want to finely and accurately draw naked peoples, with enough details to add all the smecksyness you can, it is not so much of a breeze to draw the naked. Not harder than someone dressed with style, but sure harder than someone dressed randomly. Well, at least, it is what I think.

I'd always figured CASTs would bleed. They're designed to mimic the human form as closely as possible, and I figured some kind of vascular system would be needed to supply coolant, lubricant, and the necessary raw materials to promote regeneration as seen from the PSO CASTs. I have 2 of the NOS bottles sitting on my comp actually. Love the stuff. That and leaning out car windows and asking if they wanna race for pink slips while holding it clearly in my hand.
