Just wander around and do all you can to change the scenery and hold off the grinding feeling. That's the best way to go about it. Do some exploring.

For character lvling? Your safest bet would probably be White Beast seeing as you'll find people there.

General rule for lvling PA's is just to hit as many enemies possible with it, such as Scarred Planet S, the first mobs are just a ton of small fries.

As for meseta, more meseta drops with the more people in your party. You can make meseta just about anywhere these days.
