406 error trying to buy a hunters licesne for PSOX

So is it no longer possible to buy a hunters license to play PSOX online? Just tried today and I can only get a 406 error. Xbox Live says is should still be possible but can not find their bottoms with both hands. 5 hours spent online with them.
