From the data in the charts, its a 4* B rank offline but a 14* S rank online.

not the only weapon that changes star rarity between offine and online:
some examples

Ulteri is a 9* A rank bow online but a 10* S rank bow offline
Falclaw is 13* S rank online, 11* S rank offline

so just becasue we see it as a weak B rank offline doesnt mean it will stay as that for online.

What a creative rod (not really).
