Did the FoI requirements change?

So I boot up my 360 and after a quick run to my room, I did a lobby warp to do a DGS2 run. When the mission select screen came up, FoI was there.

From what I understood, you had to finish a mission on Moatoob then check for it after that. I didn't do any mission before the lobby warp.

What gives?

You can get FoI after completing any normal run, regardless of planet.

The last run you did before you logged off enabled FoI.

the last run I did before I logged off was GoF

I did DG before that

Any run can get FoI, not just Moatoob runs. It's just that you can only DO it on Moatoob. At least that's what I was led to believe.
