After tekking.
He also has a Heaven Punisher from a long time ago after about 20ish Torrs, and his first Frozen Shooter was 40 Hit after tekking.

Basically his forte is in the rare enemies.

I had an Untekked 1975 Agito 0/40/35/45/0 but... those percents don't carry over. :/
