Guardians Item Trade Mission?

Heya... Odd question. I'm a fanatic of the Formal Dress, and have been waiting what seems like forever to get its new colors.

The Items/Clothing list on this site says its available for a trade in the 'guardians colony item trade in mission'.

Pardon my potential ignorance... but what and where is that? I'd like to head there asap.
